The story is about a set of twin baby boys who were created/cloned in the laboratory as a part of gene altering/gene therapy experiment. Because of the nature of the project, the twins were born with superior physical strength, supernatural powers and extremely high IQ. Unfortunately, the twins were separated at birth. One of the brothers, Sei, grew up to be an elite bio-chemistry scientist in America. He was assigned to a project where he has to travel to a small island in Japan to investigate an unidentified virus that is spreading on the island. By a freak of nature, he found out that he has a twin brother, Rin, whose evil, dark personality is entirely opposite of him. What is going to happen when they finally meet face to face? WHat are their true identities? Why were they separated at birth, what other secrets are hidden from them? Does the fast spreading virus has anything to do with the twins? Who created them? And why?

It was based on the Japanese manga series written by Shuho Sato. Umizaru(?C??) means "Sea Monkey"; a derogatory label slapped on the rescue diver trainees by local townsfolk of the city due to their excessive and uninhibited behaviour during off hours. The series focuses on Daisuke Senzaki, a future officer in the Japan Coast Guard, and tells the stories of shipwreck rescues and other incidents where the coast guard plays a role. The plotlines in the series were drawn from incidents and accidents which actually happened while the manga was being written.

The original novel revolved around a young man who struggles with himself after killing a pawnbroker, Ochiai's manga tells the story of a college dropout and hikikomori (shut-in) who plans to kill a high school girl leading an enjo-kousai (compensated dating) group. Kora plays the role of Tachi Miroku, a dropout and hikikomori who is aiming to become a writer. He lost his father to suicide, while his mother and older sister have high expectations for his future. He ends up deciding to murder a heartless young girl named Baba Hikaru (played by Hashimoto Ai), who is the leader of an enjo-kousai group. The heroine of the drama will be the character Ameya Echika, played by Mizukawa. Other characters include the public prosecutor Goi Kurodo (Ibu Masato), the money courier Mikoshiba Haruka (Sometani Shota), and the mysterious man Sudo Kai (Tanaka Tetsushi)

An unidentified investigator (Takahashi Katsunori) rents a room at a multi-tenant building with shady strip clubs. Although he is an investigator, he is not an occupational investigator, but a troubleshooter who undertakes various jobs as a go-between for the sake of money. He usually does odd jobs at a strip club, and sometimes solves trivial stalking and debt collecting cases as he ekes out a living. However, the requests he accepts are typically only from females. This bourbon and jazz loving, unsentimental and tough investigator uses foul language, hates being tied down more than anything, and leads a life free of mobile phones, emails and the internet. While he is not the type who is hard up for women, his policy is not to sleep with the same woman twice. However, he is extremely kind to females and because of that, he frequently gets into unnecessary trouble with women who do not pay.

The urban lives of the city now runs by a major power source known as, Enetron (エネトロン Enetoron?). An evil organization from a different dimesion called Vaglass (ヴァグラス Vagurasu?) aims to threaten the city by stealing the Enetron from it. Three warriors are chosen by the Energy Management Center to be a group of elite heroes, known as Tokumei Sentai Go-Busters, that will protect the city from any evil threat. Along with their partners known as BuddyRoids (バディロイドヅ Badi Roidozu?), they have to stop Vaglass from obtaining the Enetron from the city. Hero and villain alike battle alongside 'roids' that grow into giant 'MegaZords' (メガゾード Megazōdo?).
