Six agriculture students travel north to Hokkaido for first-hand training and experience in a farm setting. The film opens up with a red orb of energy chasing after a blue orb of energy throughout space. Upon landing on a desert-like moon, the blue orb reveals itself to be the monster, Bemular. The red orb reveals itself to be Ultraman Mebius and the two face off. After a short battle, Ultraman Mebius destroys Bemular and returns to his home planet of the Land of Light (光の国 Hikari no Kuni?) in Nebula M78, where he is reunited with Ultraman, Zoffy, and Ultra Seven. The three ultras inform Mebius that "minus energy" has been plaguing several planets in the Universe lately, causing monsters across the universe to rampage for unexplained reasons.

The story is inspired by the scandal 40 years ago surrounding the secret pact on Okinawa's reversion. The central character is Ryosuke (played by Motoki), a newspaper reporter who prides himself on getting scoop after scoop and who exposes the political deceit behind the scandal. Matsu Takako (34) plays his wife, while Maki Yoko (28) plays an official in the Department of Foreign Affairs who is a key figure in the story.

The story follows a young soldier who washes ashore on the beach one day, having lost his memory. He is "adopted" by the family who owns the village cinema and given the name Shimanto Taro. Although his past remains a mystery, Taro becomes good friends with many of the villagers, discovering his love for movies and falling in love with a feisty young girl.
