The film is based on a true case from the early 1990s that is known among Koreans as the "disappearance of the frog children." In 1991, five elementary school students told their parents that they were going to hang out on a nearby mountain to catch frogs. They went missing.

Captive is an original screenplay that follows John Rancour - an aging, corrupt detective on the run for murdering a fellow police officer in cold blood. With enemies on both sides of the law wanting him dead - Rancour has no choice but to seek help from the very man that exposed his crimes and sent him into exile - journalist Tyler Chase. Rancour takes Tyler captive, forcing him to tag-along on a one-night race against time to expose and eradicate the system of corruption that he helped create in his years on the force. Complicating matters further is Rancour's former partner and best-friend, Detective Frank Hanaway, who wants nothing more than to stop the pair from making it through the night alive. As the night wears on and the bodies begin to pile up in their wake, Tyler starts to believe that there is more to John Rancour and his motives than he originally accused; and that the people and places he witnesses could lead to a bigger story than he ever thought possible.

These principled kids tackle the really important issues facing their peers, like the right to stay up late or to eat whatever they want. But when taking a stand is just not enough, this crew embarks on top secret missions on behalf of children everywhere, utilizing fantastic homemade technology like flying machines and catapults, to accomplish their goals. Like any good team, the agents in Codename: Kids Next Door each have their own distinct identities, skills and personalities. Numbuh One is Nigel Uno, the British-accented leader of the group. Hoagie P. Gilliam, a mechanical genius and expert pilot, is known as Numbuh Two. Diversionary tactics are the specialty of Kiki Sanban, also known as Numbuh Three. Brash and impulsive Numbuh Four (Wallabee Beatles) is a master of hand to hand combat. And Numbuh Five, alias Abigail "Abby" Lincoln, is the quiet one with the most common sense. Whether it's the possibility of getting shipped off to summer camp, battling the imposition of adult swim time at the local swimming pool, or clashing with adult enemies such as Gramma Stuffum, Knightbrace, Mr. Wink and Mr. Fibb, these kids have their work cut out for them.

Mickey Lofton, young half-brother of famed war-aviator Jerry, fails in his attempt to enter the Canadian Air Corps, because of his fear of thunderstorms developed by an incident in his boyhood days. Jerry, now a Captain in the U.S. Department of Justice, is given an assignment to capture some border oil smugglers. Through his friendship with Raoul McGuire, one of the suspects, Jerry is accepted as a member of the gang. Mickey is in love with Raoul's sister, Molly. Gang leader Moran shoots and wounds Raoul, and is himself shot down by Jerry. Mickey flies Molly and her wounded brother to a hospital. Jerry takes off in another plane to guard Mickey's craft from a pursuing airplane, and crashes his plane into the gangster's plane but parachutes to safety.

Two years later, a man called Lee Du-seok (Park Si-hoo) publishes a book titled "I am the Murderer" claiming responsibility for the murders that took place 17 years ago. His book becomes a bestseller because of the author’s charming looks and his vivid depiction of the crime. 
The detective and the self-proclaimed murderer meet face to face on a television debate show. Believing that Lee is nothing but a con artist posing as the murderer for the fame alone, Detective Choi renews his search for the ultimate truth. Then another man appears suddenly, claiming he is the real perpetrator.

The basic plot comes down to DEA agent Carlos (Erik Estrada) investigating the slaughter of several bad guys at the U.S./Mexico border, which turns into a Chupacabra hunt.
