The young Chor Lau-heung learns martial arts from Tuk-ku Kau-pai and has attained a high level of skill. His teacher sends him to Shaolin Monastery to attend a contest that is held once every ten years. On the journey, Chor meets Wu Tit-fa and Chung-yuen Yat-dim-hung. When Chor arrives at Shaolin, he fights with a Shaolin student called Mo-fa but neither of them is able to defeat each other. They decide to have a match again on another day. One night, Chor meets Mo-fa and strike up a conversation with her. Both of them decide to enter the palace in search of adventure. They disturb the prince on his wedding night but are accidentally caught in a trap and only manage to escape with the help of Chor's friends.

The story is about the aftermath of the separation of the twin brothers, Billy and Jimmy Lee. Billy Lee was raised by the Oldest Dragon at the Dragon Dojo in the art of the Dragon, where he turned out to be the Dragon Master. Jimmy Lee was trained by the Shadow Master at the Shadow Dojo in the evil art of the Shadow, he eventually became the Shadow Boss. Now, the two brothers have to battle against each other in what is bound to be an exciting adventure.

Sam (Catman) and Gus are back to work in this movie. With Cheever dead, his old gang needs a new leader, so by having some random people beat each other up, they discover this big tall guy who only wears fatigues and seems to be strong so they make him the leader. Later on, some CIA agent finds out that some woman affiliated with the Cheever gang has a nuclear starter or something and will only give it up for a lot of money. Sam and Gus then go on a mission to get it back and save the world. Like the first in the "Catman" series, this movie also includes various scenes of Asian people beating each other up for no real reason. In this movie, the Asian guys actually speak of Cheever at one point (providing a minor link between the two plots), but that's really about it.
